    Venzuela - where the government subsidized price is usually less than the equivalent of 25 US cents and as low as under 10 US cents depending on the official exchange rate.

    I'm not sure what the cheapest gas country is, but I know the Sierra Leone is the most expensive and it's $18.42 a gallon on average there, so most people ride their bikes.
